Convert Dynamic Menu portlets to CMS portlets

Converting Dynamic Menu Portlet usages to static content simplifies the implementation of this content and allows retiring some complicated Portlet technology, at the expense of making the content more noisy for users.

Whereas different kinds of applicants would see different links in the old Applicant Resources (dynamic menu portlet), the new Applicant Resources shows all its links to all kinds of applicants.

Whereas different kinds of employees would see different links in the old Employee Resources (dynamic menu portlet), the new Employee Resources shows all its links to all kinds of employees.

Whereas different groups of Madison users would see different links in the old Computing and Software (dynamic menu portlet), the new Computing and Software shows all its links to all kinds of Madison users.

Whereas different kinds of Madison students and applicants would see different links in the old Student Financial Resources (dynamic menu portlet), the new Student Financial Resources shows all its links to all kinds of Madison students and applicants.

Whereas different groups of Madison users would see different links in the old Marketplace, the new Marketplace shows all its links to all kinds of Madison users.

Whereas different kinds of Madison users would see different links in the old Make a Difference, the new Make a Difference shows all its links to current and former fac/staff and students.

The experiences of Employee Financial Resources and Researcher Quick Links are unchanged in their transition from old dynamic menu portlet implementation to new static content implementations, since it was already the case that all links showed uniformly to the audiences of these apps.

Change favicon

Favicon is shared across all MyUW instances (my.wisc.edu , my.wisconsin.edu, my.uwrf.edu, etc.), so changed it to a generic favicon not branded as any specific campus.
